'Earmarks' to nowhere: States losing billions

Clearly throws every earmark under the same bus … poorly conceived, incompetent, and political, but carefully avails a major issue with every transportation infrastructure project in the United States. Many of these projects are caught up on environmental reviews … a process that often takes from 6-10 years to complete and increases the cost dramatically because it adds 6-10 years of inflation to the construction costs once environmental clearances are given. Should there be an environmental process … of cource … but it should not take years to accomplish.

When lawmakers earmark money for pet highway projects, that money often reduces what states receive from the federal government. What states have lost during the past 20 years because of earmarked money that hasn't been spent…
